Joe Carter has served as the superintendent of schools for the Algona Community School District since 2019. Previous administrative experience includes five years as elementary principal/director of programs; three years as elementary principal/activities director for Emmetsburg Community School District. He also served as 5-12 dean of students/activities director for the Emmetsburg Middle/High School. His classroom experience includes teaching grades 6-8 and 9-10.
Carter earned his undergraduate degree in American history education from Wartburg College and then completed a Master of Arts in Education Policy and Leadership Studies. He also holds a Superintendent Endorsement from the University of Iowa.
